アメリカ市民権テストのルール(2025年版と2008年版)U.S. naturalization test rules (2025 and 2008)
市民権面接には2つの試験があります。英語(聞く・話す・読む・書く)と公民知識(civics)です。以下に USCIS(米国移民局)が公表しているルールをまとめました。最後の行は確認日と公式の情報源です。ご自身の状況の判断については、USCIS からの通知に従ってください。The naturalization interview has two tests: English (speaking, reading, writing) and civics. Below is what USCIS publishes, with sources and the date we checked. For your own case, follow your USCIS notices.
どの版を受けるか:N-400 の提出日で決まりますWhich version: it depends on your N-400 filing date
| N-400 提出日N-400 filed | 公民テストCivics test | 問題数/最大出題数Bank / asked | 合格と終了Pass / stop |
|---|---|---|---|
| 2025年10月20日より前Before Oct 20, 2025 | 2008 | 100問/最大10問100 / up to 10 | 6問正解で合格、5問間違えると終了6 right passes; 5 wrong ends it |
| 2025年10月20日以降On or after Oct 20, 2025 | 2025 | 128問/最大20問128 / up to 20 | 12問正解で合格、9問間違えると終了12 right passes; 9 wrong ends it |
基準になるのは提出日で、面接日ではありません。2025年9月に提出して2026年に面接を受ける人も、2008年版を受けます。It's the filing date that counts, not the interview date. Someone who filed in September 2025 and is interviewed in 2026 still takes the 2008 test.
問題は USCIS のシステムが無作為に選び、審査官が口頭で質問します。答えは公式の答えでも、同じ意味の言い方でもかまいません。間違えた場合も答えなかった場合も不正解になります。どちらの版も合格基準は60%です。Questions are drawn at random by USCIS's system and asked aloud. An official answer or an alternative phrasing of it counts; a wrong answer or no answer counts as a miss. Both versions pass at 60%.
変わる答え:面接の日に在任している人を答えるAnswers that change: name who is serving on your interview day
大統領、副大統領、下院議長、最高裁長官、あなたの州の上院議員、下院議員、州知事などの問題では、面接の日に在任している人を答えます。USCIS は「試験の更新情報」のページで最新の答えを公表しています。州知事、上院議員、下院議員は公式サイトで調べてください。For the President, Vice President, Speaker, Chief Justice, your senators, representative and governor, name whoever holds the office on your interview day. USCIS posts current answers on its test-updates page; look up your state's officials on official sites.

65/20:20問だけ準備すればよい65/20: study just 20 questions
提出時に65歳以上で、グリーンカード(永住権)を持って20年以上たっている人は、英語テストが免除されます。公民テストは指定の20問(問題一覧で星印がついた問題)から10問が出題され、6問正解で合格です。自分で選んだ言語で受けることもできます。2008年版と2025年版にはそれぞれ別の20問があるので、自分が受ける版の問題を準備してください。If you were 65 or older with 20+ years as a permanent resident when you filed, you skip the English test; the civics test asks 10 of 20 set questions (the starred ones) and 6 right passes, in the language of your choice. The 2008 and 2025 versions each have their own 20.
50/20、55/15:英語は免除、公民テストは受ける50/20 and 55/15: no English test, civics still required
提出時に50歳以上でグリーンカード(永住権)を持って20年以上(50/20)、または55歳以上で15年以上(55/15)の人は、英語テストが免除されます。公民テストは受ける必要があり、通常の問題一覧と合格基準が使われます。通訳を連れて自分の言語で受けることができます。20問に変わるのは 65/20 だけです。At filing, age 50+ with 20 years as a permanent resident (50/20), or 55+ with 15 years (55/15): no English test. You still take the civics test with the normal bank and pass mark, in your language with an interpreter. Only 65/20 changes the bank to 20 questions.
N-648 医療上の例外N-648 medical disability exception
If a medically determinable physical or developmental disability or mental impairment (lasting or expected to last 12+ months) keeps you from meeting the English or civics requirement even with accommodations, a licensed MD, DO or clinical psychologist can complete Form N-648, normally filed with the N-400. Age or poor memory alone does not qualify. Discuss it with a doctor or qualified immigration attorney, and beware of “guaranteed N-648” scams.
英語テスト:話す、読む、書くEnglish test: speaking, reading, writing
話す:別の試験はありません。審査官は面接で N-400 の質問をするときに、あなたが聞き取れるか、答えられるかを判断します。審査官に繰り返したり言い換えたりしてもらうよう頼むことができます。Speaking: no separate test. The officer judges it from your answers to N-400 questions during the interview. You may ask the officer to repeat or rephrase.
読む:審査官が3つの文を見せ、そのうち1文を正しく音読できれば合格です(1文正しく読めた時点で審査官は終了します)。内容に関わる単語は読む必要がありますが、発音が完璧でなくても意味が変わらなければかまいません。Reading: you get up to 3 sentences and must read 1 correctly aloud (the officer stops after a success). You must read the content words; small pronunciation slips that keep the meaning are fine.
書く:審査官が3つの文を読み上げ、そのうち1文を審査官が理解できるように書ければ合格です。つづり、大文字・小文字、句読点の間違いは、意味が変わらなければかまいません。数字は算用数字でも英単語でもかまいません。略語は使わないでください。Writing: the officer dictates up to 3 sentences and you must write 1 so it can be understood. Spelling, capitals and punctuation mistakes are fine if the meaning is clear; numbers as digits or words; no abbreviations.
実際の試験の文は公開されていません。USCIS が公表しているのは、リーディングとライティングの公式語彙リストだけです。このサイトの読み書きの練習文は、この2つの語彙リストから作った練習用の文で、公式の試験問題ではありません。The real test sentences are not public; USCIS publishes only official reading and writing vocabulary lists. Our practice sentences are built from those lists — they are not official test items.
合格できなかった場合If you don't pass
各パートにはチャンスが2回あります。最初の面接と、1回の再試験です。再試験は通常、最初の面接から60〜90日後に行われ、不合格だったパートだけを受けます。問題は前回と違います。同じパートで2回とも不合格になると、N-400 は却下されます。正当な理由なく再試験を欠席した場合も、1回の不合格として扱われます。You get two chances per part: the first interview and one re-exam, usually 60–90 days later, covering only the part(s) you failed, with different questions. Failing a part twice leads to denial of the N-400. Missing the re-exam without a good reason counts as a failure.
